As a UK-based chartered translator and member of the Chartered Institute of Linguists, I provide legal certification of my translations. I operate from my offices in England and Scotland and certify translation of the documents in accordance with UK legislation. My certification is accepted and recognised by the Consulate of Russian Federation in the UK.
All translated and certified documents are sent by Special Delivery to any UK address. For my clients based outside of the UK I use International Signed For service.
The rules and requirements for certified translation vary from one country to another. In the United Kingdom there is no "sworn translator". The offer of this service by some companies indicates their legislative unawareness.
In Great Britain the regulations for certifying translation are as follows (as stated by the UK Government):

If you need to certify a translation of a document that’s not written in English or Welsh, ask the translation company to confirm in writing on the translation:
that it’s a ‘true and accurate translation of the original document’
the date of the translation
the full name and contact details of the translator or a representative of the translation company
